Fakta Risiko Reproduksi dan Seksual terus menjadi persoalan di kalangan anak muda di Indonesia. Banyak kajian yang membuktikan bahwa faktor perilaku seksual menjadi pemicu munculnya risiko-risiko tersebut. Angka kehamilan tidak dikehendaki (KTD) di kalangan anak muda masih menjadi momok. Data makro dari UNFPA 2008 menunjukkan sepertiga dari sekitar 200 juta kehamilan setiap tahun adalah akibat KTD (dari pasangan yang menikah ataupun tidak), dan 200 perempuan meninggal setiap hari karena komplikasi akibat aborsi. Dari 50 juta pengguguran kandungan yang dilakukan, 20 juta di antaranya dilakukan dengan tidak aman. Memang kita tidak dapat menemukan data akurat di Indonesia karena isu ini cenderung ditutup-tutupi. Namun semua mengakui bahwa isu ini masih belum terselesaikan. Sebagai contoh kasus di DIY, dispensasi kawin diberikan kepada anak-anak untuk menikah, dispensasi kawin di DIY : 2010 : 383 kasus, 2011 : 537 kasus, 2012 : 559 kasus, 2013 : 259 (per Juni 2013).

Sejak ditemukan pertama kali pada April 1987, prevalensi HIV dan AIDS di kalangan remaja di Indonesia tampak semakin meningkat. Dari tahun 1987 s/d September 2013 sebanyak 118.792 kasus HIV dan 45.650 kasus AIDS. Lebih dari 50% adalah usia 15 – 29 tahun. Hal ini menegaskan bahwa Negara kurang merespon prevalensi HIV dan AIDS pada remaja.

Kedua persoalan di atas masih membayang-bayangi kita (pemerintah dan LSM) karena target MDG 5A dan 6A untuk penurunan AKI dan penurunan prevalensi HIV dan AIDS bisa dikatakan sangat sulit dicapai. Yang jelas kebijakan pemerintah dalam menyelesaikan kedua isu ini tidak menghubungkan dengan dua hal penting: remaja dan SRHR (Sexuality and Reproductive Health and Rights atau Hak Kesehatan Reproduksi dan Seksualitas). Remaja masih dianggap anak kecil yang tidak perlu dipenuhi hak-haknya dan SRHR masih dianggap tabu. Selama SRHR tidak dianggap sebagai hak setiap orang (padahal pemerintah sudah menandatangani Program of Action ICPD tahun 1994), dan orang muda tidak dilibatkan dalam proses pembangunan, persoalan di atas tidak akan terselesaikan dengan baik.

Pendidikan Hak Kesehatan Reproduksi dan Seksual (HKSR) lewat jalur sekolah adalah sebuah jawaban strategis atas fakta risiko remaja di atas. Selain soal pemenuhan hak remaja, Pendidikan HKSR ini akan terasa lebih sistematis dan tertata jika masuk jalur pendidikan sekolah. Sehubungan dengan itu, PKBI DIY telah mengupayakan Program Pendidikan HKRS bagi Remaja sekolah SMP dan SMU di DIY masuk dalam Muatan Lokal. Meskipun upaya pendidikan HKRS melalui muatan lokal belum berhasil, PKBI DIY meneruskan program tersebut melalui kegiatan Ekstrakurikuler, bekerjasama dengan Forum Guru Kesehatan Reproduksi dan Seksual di 5 Kabupaten/kota se DIY.

PKBI DIY telah menyusun Modul Pendidikan HKRS untuk remaja Sekolah Menengah Pertama dan Sekolah Menengah Umum. Modul SETARA (SEmangaT DuniA RemajA) untuk remaja SMP dan Modul PKRS SMU sebagai panduan untuk memberikan Pendidikan HKRS komprehensif bagi remaja SMP dan SMA.

Dalam kesempatan ini, PKBI DIY ingin mengajak seluruh Multistakeholder yang memiliki kepedulian dalam  isu kesehatan Reproduksi dan Seksual untuk mewujudkan pendidikan HKRS bagi remaja SMP dan SMU di Indonesia. Dalam Pertemuan Ilmiah Tahunan Himpunan Obstetri dan Ginekologi Indonesia (HOGSI) ini, PKBI DIY menyelenggarakan workshop tentang “Urgensi Pendidikan Kesehtaan Reproduksi dan Seksual Bagi Remaja Sekolah SMP dan SMU di Indonesia” sebagai satu upaya nyata untuk mewujudkan pendidikan HKRS bagi remaja di Indonesia.

1. Menguatkan cara pandang dan kepedulian Multistakeholder, khususnya Praktisi Kesehatan Reproduksi dan Seksual dalam pemenuhan HKSR remaja, khususnya Hak mendapatkan Informasi SRHR bagi remaja SMP dan SMU.
2. Membangun komitmen bersama dalam upaya pemenuhan Hak Informasi SRHR bagi remaja SMP dan SMU.
